Annoying scrolling in "Edit annotations" dialog

When an item has more annotations that fits in the "Edit annotations" dialog there is a scrollbar (of course!). The annoying things is that if I scroll down in the list and then select an annotation, the list immediately auto-scrolls so that the selected annotation is the last visible one in the list.

This is probably an effect of the fix for #1990 which auto-scrolls to a specific annotation the first time the dialog is opened. The auto-scrolling should only take place the first time and not when the user manually select annotations.
