Edit annotations dialog should scroll active annotation into view

Description
When opening the "Edit annotations" dialog by clicking the "Edit" annotation for a specific annotation the dialog is opened and the specified annotation is automatically selected for editing.
If the list of annotations is longer than what can be displayed in the dialog a scroll bar becomes visible. If the specified annotation is near the end of the list it may not be visible as a selected annotation. This may be confusing for the user. Note that this is a display issue only. Editing the values and saving works as expected.
