hardware and software sharing problem

Description
Sharing of the software and hardware items among users and groups does not work. For example, the default scanners (e.g. Affymetrix Scanner) belongs to the group Everyone (RU permissions). However, only root can use them when creating Scans. Normal users and even the other users with Administrator Roles can't use them. The same problem occurs also with Software items and creating Raw bioassays. It seems to be a general problem - only the user who created a particular hardware or software item can use it even if he allowed the use permission to the other user or group.
