Make PluginConfigurationImporter smarter

Description
As it is now the importer lists all configurations from an import file, indepently if there is a matching plugin installed or not. An exception will be thrown if the importer is set to import a configuration when no matching plugin exists in BASE.
This could be avoid if the importer only handles/shows those configurations from the import-file that can be matched with an installed plugin definition.
