Description
Currently, plug-in configurations are only installed if it is a new installation. Since, we add new configurations from time to time (for example for Illumina; see ticket #486) we must also install configurations when updating.
When updating only new configurations should be installed. Existing one must be left as they are since it is possible that the server admin has modified them. When checking if a configuration exists or not we must use the name.
