The helptext-file that is generated from docbook documentation should be imported when installing BASE2.

Currently only new help text are imported when performing an update of BASE. This should be changed such that the texts are updated if allowed by base.config.
.../data/helptexts.xml should be replaced with the generated helptext file.
The behaviour should be describe in the administration section (installation/upgrade).
