Add creation of PDF document of the BASE docbook
Following items need to be adjusted in the pdf-output(please feel free to add more):
- Limit the depth of section numbering to 3 steps
- Insert Base version, revision and date last updated.
- Description for a method should be below the method name and not beside it.

(In [3236]) References #521. A pdf document is generated together with the html documentation. The file's name is 'base_{baseversion}.pdf' and it will be placed in doc/docbook Layout needs to be improved a bit.
