When the root user deletes an item owner by another user, it ends up in that user's trashcan. There is no way for the root user to access that trashcan and remove the item permanently.

Status: new → closed

This is no longer needed since there are two workarounds:

  1. The administrator can now impersonate other users (#350: Switch to another user functionality)
  2. The administrator can take ownership of the item (#348: Take ownership of items)

Another point is that it might be undefined what the "Empty trashcan" button should do when the list also contains items from other users trashcans.
