Plugins for importing/exporting plugin configurations

Description

Configuring a plugin is a tedious task that sometimes requires entering complex regular expressions. It would be nice to have a plugin the can export the settings and one plugin that can import the same settings. Then, we could publish settings that are known to work with certain file types.
