Description

Importing raw data to the database is a thing of the past. It would be nice if BASE allowed the raw-data-types.xml file to be empty.

Fixes #2289: Allow empty raw-data-types.xml file

Changing the DTD allows the raw-data-types.xml to be parsed and BASE will start. I think BASE should work, execept maybe some plug-ins for importing raw data, but that should not matter in this case.
