Description
The extension-settings.xml that is keeping track of installed extensions (and more) is storing full paths to the JAR files. The creates a problem if re-locating the BASE installation to a different directory since it is not enough to just change the plugins.dir setting in base.config.
It should be enough to just store the filename.
