Extensions in the Manage Services/Actions are created with <null> tag

Description

Extensions that use the default settings for adding an icon to the "Actions" column in the "Administrate -> Manage Services" list page get a <null> tag instead of an <a> tag. The result is that the mouse pointer is not changing to the "pointer" type. The icon is still clickable, but users may think that it is not.
