Setting 'Select job agent for jobs' permission to a role clear all other system-level permissions

Description
Seems like it is only possible to select 'Share to Everyone' and 'Act as another user' permissions. As soon as the 'Select job agent for jobs' permission is selected the other permissions are forgotten.

The checkbox was missing a "value" attribute.
