The Admin/Procotol menu item is disabled even if the user has permission to protocols

Description
About the permission. The original power user role does not have the Protocol privilege, however, after I added all of the protocol privilege to the "power user" role, when I login with the user name who has the power user role, I noticed that the protocol is still grey.
