Remove migration program from distribution

Description
We have not supported or tested the migration program since the release of BASE 2.6 (#958). It is more than two years ago and in fact we have no idea if the migration works or not anymore. I think we should remove the migration program from the distribution and from the default build targets. The source code may remain and the ant targets for building it should be kept. The documentation should be update to reflect this change.
