Description
The message says
No usable plugins found No plugins can be used in this context, for the following reasons: * Could not find any plugins that you have permission to use
The issue is really that BASE cannot find any non-imported raw bioassay in the experiment. Adding a non-imported raw bioassay to the experiment makes the import button to present the expected plug-in selection pop-up.
The message should say that all raw bioassays are already imported. The current message triggers many support request from users.

This is a standardized message appearing at all places were no plug-in can be used. I guess you don't want the suggested message in all those other places.
You can get a much more detailed message by enabling the Show plug-in warning messages when starting a new job option in the
BASE->Preferences
dialog (Plugin tab).Note that this will display the output from all possible plug-ins and is maybe even more confusing but somewhere in the list should be a message stating:
The experiment doesn't have any raw bioassays with files waiting for import
.
