Description
In some cases the number of raw data spots imported to a raw bioassay is (very) different from the number of features on the associated array design. See http://www.mail-archive.com/basedb-users@lists.sourceforge.net/msg01795.html for some background info.
This situation could be detected by a validator that issues a warning if the numbers aren't close enough. A threshold could be specified as a configurable preset. 5% has been suggested as a good default.

Need to ignore this test with Affymetrix data since the array design has the number of probesets while the raw bioassay has the number of cells. The numbers are very different since one probeset is made up of multiple cells.
