The table exporter generates UTF-8 encoded files so this is not a defect. The "strange" characters are how 'öäå' looks like if view in ascii. In BASE the file is tagged as UTF-8 and viewing it with the web browser should work (it does when I try it). But if it is downloaded this information may be lost (it depends on the application that is used to open the file).
