Toolbar in the table taglib generates incomplete HTML

Description

There seems to be missing > in the <table> tag. I think this only happens when the toolbar is used as a standalone toolbar not part of a table. Here is the HTML: 


<table border=0 cellspacing=0 cellpadding=0 class="toolbar"<tr><td>...
                                    a '>' is missing here ^^
