The reason is that the default view should contain the relevant annotations for the given subtype. The ""Categories"" list is populated with all categories found among the defined annotation types. If there is an annotation type defined on the system that is a generic annotation that can be used on lots of items (for example, a ""Flag"" annotation) the categories list is bloated with irrelevant categories (=all subtypes where the ""Flag"" annotation can be used). The ""Categories"" list should be filtered so that categories with a name that is matching a defined subtype that is matching a different item type are excluded.
