Create, modify and delete any-to-any links in the web gui

Description

The current functionality regarding any-to-any links is rather limited. It is possible to change the name and description of the link. It would be useful if it also was possible to:

  • Create new links
  • Modify the target of an existing link
  • Delete links

Implemented possibility to change the refereneced item. Also some minor changes in the list display regarding formatting of the description text.

Do not display table headers if there are no links (saves space).

Incorrect permission checks when creating new links caused users with enough permissions to get a PermissionDeniedException.
