Job agents should disable the db.cleanup.interval setting

Description
As stated in base.config the recommended settings is that it is enabled only on the web server. Though, if the job agents and web server uses the same configuration file (for administrative reasons) it is difficult to have different settings. Job agents should ignore this setting and never do any database cleanup.
