Make TestBase1PluginExecuter work on windows

Description
This test program currently doesn't work on windows because the configuration files references shell scripts as the executable. I don't want to duplicate the configuration files, but it should be possible to re-configure the plug-in programmatically under windows to use a .bat file instead. Maybe we can re-use something from the external executor test program...
